Of course, asking me ahead of time is even better as I would know you set aside that time specially to hang out with me and I'll also have something to look forward to. For me, I never know what my work schedule will be from week to week. For instance, I'm not going to request 'time off' for a simple coffee meet, but if they find out I've got the next day free, then suggesting something casual would be OK.
Going someplace 'formal' indicates a bit of planning ahead of time.
I might have two tickets for some big event and the person I was going with had to cancel at the last moment.
I might have made plans but due to no fault of my own these have fallen through.
Lots of things can occur why someone wouldn't be able to ask in advance....
I am a spontaneous person and often I have no idea what my weekend will look like until a couple hours before I decide to go out.
